# Current-Country Proposal: Senegal

## Status

## Purpose

Create an individually addressable, correction-ready current-country proposal for Senegal using the Country Context Composer's four-layer model and all six World Systems lenses. The report records evidence and uncertainty without ranking the jurisdiction, treating it as representative of Africa, or assigning importance, virtue, threat, development rank, geopolitical priority, or moral standing.

## Scope

This report covers twelve bounded current observations, three labeled analyst assumptions, three fictional gameplay translations, source-language and translation metadata, correction and supersession controls, and the comparative-fairness gate. It does not provide live intelligence, legal advice, a public-opinion survey, an operational risk map, or publication approval.

## Executive Summary

The current draft documents formal officeholders and institutions, domestic political or institutional plurality, overlapping regional relationships, selected fiscal or infrastructure dependencies, oversight and remedy routes, and crisis or affected-community evidence. Formal authority is kept separate from practical authority; law and mandate from implementation; government or party position from public opinion; infrastructure finance from ownership and operation; partnership from control; alignment from context; model or dashboard output from observation; confidence from claim severity; and archival evidence from current truth.

The archival 2025 World Context record remains an orientation layer only. Every current observation is dated to an access cutoff of 2026-07-22, linked to an individually addressable source metadata record, and bounded to the source's geographic and institutional scope. The draft records source limitations rather than completing missing evidence by inference.

## Decisions or Recommendations

Keep this proposal in `draft` state. The next review must independently verify time-sensitive claims, inspect the original-language records, seek locally informed and affected-community review, test practical implementation against formal mandates, and record disagreements at claim level. Do not promote prose to a general public country profile merely because the structural validator passes.
