# Evidence Attribution, Oversight, and Leaderless-Network Research Integration Report

## Status

Current integration, provenance, and bounded-publication report for IARPG-OPS-2 2.0.30-wip. Twelve supplied Markdown reports are preserved byte-for-byte and mapped one-to-one to reviewed-with-limitations wrappers. The source-authored status of each report does not establish repository factual certification, legal validity, technical attribution, human review, local acceptance, or publication approval.

## Purpose

Integrate publication-safe methods for evidence evaluation, information-operation terminology, intelligence oversight, anonymous and confidential sources, leaderless and pseudonymous movements, legal records, metadata inference, correction, privacy, and remedy while excluding operational cyber, surveillance, coercion, targeting, or private-person identification instructions.

## Scope

The collection contains three evidence-and-attribution reports, one comparative oversight report, seven Anonymous/leaderless-movement reports, and one metadata-and-identity-inference report. Current-sensitive examples remain bounded by their source-declared cutoffs. The repository synthesis focuses on durable structural distinctions rather than adopting every factual or legal claim.

## Executive Summary

The integration adds twelve exact source files, twelve reviewed wrappers, one canonical integration report, five machine-readable method publications, and one public method page. Seventy-two source-level publication dispositions separate reusable structural guidance, current claims that require renewed verification, bounded statements, rejected scoring or overclaim, and safety-restricted operational material.

The central method is layered: identify the observed content or event; assess discrete claim status; establish coordination separately; identify an operator only with direct evidence; identify a sponsor or principal only with stronger evidence; distinguish intent, reach, and effect; record source reliability and analytic confidence separately; preserve corrections; and compare oversight bodies by powers and remedies rather than names.

## Findings

### Exact source custody

All twelve files are preserved under `docs/source-files/evidence-attribution-oversight-and-leaderless-networks/` with original filenames, byte counts, SHA-256 digests, public routes, and one-to-one canonical mappings. No nested archive is retained.

### Attribution is layered, not binary

Observed content, discrete falsity or misleadingness, coordination, actor identity, sponsorship, intent, reach, and effect are separate rungs. Evidence supporting one rung does not automatically support the next. Public wording and visual status must stop at the highest supported rung.

### Claim status, confidence, and reliability are separate

A claim may be likely but supported by weak evidence; a historically reliable source may be wrong about one claim; a deceptive-history source may provide a verifiable document; and a formal authority may publish a probabilistic judgment rather than a legal finding. The public method therefore uses separate fields for claim status, analytic confidence, and source reliability.

### Leaderless does not mean structureless

Shared labels, symbols, hashtags, and audiences do not establish membership or command. Temporary administrators, organizers, technical specialists, splinters, imitators, externally assigned members, and audience amplifiers are distinct roles. The taxonomy is evidence-oriented and may not be converted into guilt, threat, recruitability, or targetability scores.

### Oversight must be compared by capability

Authorization, inspection, access, compulsion, complaint intake, adjudication, publication, binding remedy, and appeal are separate powers. A body can be independent yet lack one or more of them. Formal authority, practical access, enforceability, timeliness, secrecy, and complainant usability must remain separate.

### Metadata inference is not observation

Observed metadata, derived attributes, identity hypotheses, confidence, decision use, harms, and remedies require separate records. Public systems must not translate inferred traits into permanent identity, capacity, credibility, protected-characteristic, susceptibility, loyalty, threat, recruitability, or targetability scores.

### Correction is part of verification

The release adopts an append-only correction sequence: preserve the original claim; identify the new evidence; state the changed status or attribution rung; explain scope and remaining uncertainty; retain the prior record; and expose appeal or further-verification conditions.

### Public-site improvements

The new `/evidence-attribution` page presents the attribution ladder, three-axis evidence vocabulary, source-chain test, leaderless-role taxonomy, oversight/remedy capability questions, metadata-inference boundary, correction sequence, and all twelve source routes. Related method links are added to the home research collection, Information Environments, Global Methodology, Evidence Lab, glossary, footer, search, answers, structured data, sitemap, feed, and AI discovery guide.

### Fairness, privacy, and safety boundary

Do not infer affiliation, sponsor, intent, capability, loyalty, danger, or protected characteristics from symbols, language, geography, ideology, demographics, audience membership, one shared adversary, or one incident. Do not publish intrusion, denial-of-service, evasion, covert contact, surveillance, private-person identification, credential, targeting, influence-execution, weapons, or recruitment instructions.

## Decisions or Recommendations

- Preserve every source exactly and use only its reviewed wrapper for current repository guidance.
- Use the eight-rung attribution ladder and three separate evidence axes in public claim records.
- Count independent origin chains, not headlines or reposts.
- Compare oversight institutions by capability, enforceability, transparency, remedy, and appeal.
- Treat leaderless and pseudonymous labels as role- and event-specific evidence questions.
- Treat metadata-derived identity and attributes as hypotheses with privacy, correction, and remedy duties.
- Keep current claims and legal status subject to renewed authoritative verification.

## Risks and Limitations

The repository did not reconstruct every bibliography, browsing path, translation, technical artifact, or legal docket cited in the supplied reports. The collection is English-language and does not demonstrate exhaustive affected-community or local-language review. Some source examples concern rapidly changing laws, platforms, organizations, conflicts, and technical systems. Structural review cannot establish factual completeness or current validity.

## Validation Performed

Validation checks all twelve source hashes and sizes, twelve wrapper routes and anchors, seventy-two dispositions, five schema/record pairs and byte-identical standards mirrors, source manifest and mapping records, pointer checksums, reciprocal memory links, page content and structured data, glossary and discovery routes, no prohibited score fields, no nested archives, and flat-package equality after fresh extraction.

Automated checks do not establish human comprehension, legal validity, technical attribution, production security, independent or locally informed review, consultation, geopolitical neutrality, native Firefox behavior, native assistive-technology speech output, field performance, or live search and crawler outcomes.

## Human-Review Readiness

The 2.0.30 preparation layer adds twelve source-specific reviewer packets, seventy-two empty adjudication slots, twelve original-language and locally authored source requirements, twelve wording tests, and a cross-source fairness record without changing the preserved sources or 2.0.29 dispositions.

## Supersession Status

First canonical integration report for this twelve-file collection. Later claim-level verification may supersede individual dispositions but must preserve source paths, hashes, earlier wrappers, and correction history.
