# Information-Environment Research Packet Intake, Provenance, and Reuse Boundary

## Status

Current source-custody and review-boundary report for IARPG-OPS-2 2.0.22-wip. The eleven supplied Markdown packets are preserved as archival inputs. Their internal labels such as **Final**, **Finalized**, or **Final Research Report** are source-authored metadata only and do not establish IARPG factual review, independent human review, locally informed review, consultation, consent, political neutrality, or publication approval.

## Purpose

Preserve every newly supplied research packet as an individually addressable, byte-stable source file; record its exact checksum and declared research cutoff; provide one durable provenance route; and prevent unreviewed current-sensitive claims from entering the country proposals, World Systems publication, public answers, or fictional gameplay translations by implication.

## Scope

The collection covers comparative media ecosystems, crisis communication, cross-cultural translation, platform governance, information access, historical influence and correction, media literacy, legal vocabulary, polling, transitional justice, and diaspora information networks. This report evaluates repository custody and reuse boundaries only. It does not fact-check the packets, adopt their source registers, validate their legal interpretations, endorse their terminology, or certify their geographic and affected-community coverage.

## Executive Summary

Eleven direct Markdown uploads were copied byte for byte into `docs/source-files/information-environments-public-reasoning/`. Every file has a stable public source route, original filename, byte count, SHA-256 digest, declared cutoff, collection identity, and canonical mapping to this report. No archive container is retained.

The packets contain potentially useful comparative methods and substantial current-sensitive factual material. Because they arrived after the five-country batch had been authored and because no claim-level second pass is documented here, they remain archival evidence. They do not corroborate, supersede, qualify, or correct any Senegal, Trinidad and Tobago, Nepal, Slovakia, or Kiribati claim merely by being present in the repository.

### Review-state separation

The packets’ internal status labels describe the originating documents, not the receiving repository’s review decision. In IARPG terms, the sources are preserved but unverified. Their presence cannot be cited as an independent second pass because the source authorship, review independence, local participation, conflicts, consent, and publication scope have not been documented in the Country Context Composer review model.

### No silent country-proposal amendment

No claim, source register, correction history, assumption, or fictional translation in the first balanced current-country batch is changed by this intake. A later audit may use a packet to identify questions or possible sources, but it must create explicit corroboration, contradiction, qualification, or supersession records and preserve the original proposal claim.

### Public discovery boundary

The collection is discoverable through the source catalog, search index, checksums, and this canonical provenance report. The packets are not promoted as a live information feed, settled legal reference, authoritative glossary, public-opinion measure, country profile, or approved gameplay doctrine. No new sticky surface, full-size logo hero, account, analytics, external runtime, or scoring system is introduced.

### Fairness and safety boundary

Later reuse must retain equal evidentiary burdens, source-language and local-perspective review, affected-community visibility, explicit uncertainty, correction history, rights, oversight, remedy, and the distinction between institutions and populations. The material must not be converted into national or protected-characteristic scoring, threat or loyalty labels, operational influence instructions, surveillance or targeting guidance, recruitment methods, coercion, sabotage, cyber intrusion, weapons use, or evasion guidance.

## Decisions or Recommendations

- Preserve all eleven files exactly and map them to this custody report rather than generating eleven unreviewed factual syntheses.
- Treat the packets as question-generating and source-discovery inputs until a risk-ranked claim-level review is completed.
- Do not use a source-authored “Final” label as a substitute for independent review, local review, legal validation, or geopolitical neutrality.
- When a later country or World Systems audit reuses a packet, cite the specific source section and create a dated claim disposition with an explicit verification test.
- Keep the five current-country proposals draft and publication-blocked.

## Risks and Limitations

This intake does not reconstruct the packets’ browsing histories, verify their numbered citations, test whether cited pages existed at the declared cutoffs, confirm translations, or determine whether apparently independent sources are circular. Several packets contain claims that can change rapidly after their stated cutoffs. The collection is English-language even where it discusses non-English environments, and its own assertions of international fairness do not prove exhaustive local representation.

## Validation Performed

The release process verifies all eleven deployed files against recorded byte counts and SHA-256 digests, confirms their source-catalog routes, checks the canonical report mapping and section anchors, validates memory backlinks, screens for nested archives and secret-like material, regenerates public discovery and documentation checksums, and compares the final flat archive with a fresh extraction. These checks establish custody and repository consistency only.

Automated checks and source preservation do **not** establish human comprehension, factual correctness, exhaustive local representation, independent human review, consultation or consent, geopolitical neutrality, legal or scientific validity, native Firefox behavior, native assistive-technology speech output, production-host readiness, field performance, or live search and crawler outcomes.
