## Verified Current Facts

- IARPG means Intelligence Agent Role Playing Game. It is a fictional international intelligence role-playing game concept plus the open design publication used to define, test, explain, and research it.
- The current website is a WIP reference publication, not a live persistent MMO, native VR client, matchmaking service, production account platform, or deployed player economy.
- `/start` is the canonical first-time guide. Its hero remains a responsive linked map for Game Concept, Missions, Create Missions, Standards, and Research. - Primary navigation is Start Here, Game Concept, Missions, Create Missions, Standards, and Research.
- Search and release context are in a non-sticky masthead. The sticky menu row contains the compact IARPG logo, primary navigation, menu control, and theme control. `.menu-strip` is the only sticky surface.
- The site has five layers: game concept, six complete fictional missions, browser-local workbenches, 70 standards and schemas, and research/governance evidence.

- Create Missions, Operation Package, and Simulate provide optional local five-step walkthroughs that do not auto-open, call network APIs, or mutate work data.
- Runtime remains PHP 8.1+, vanilla JavaScript, local CSS/assets, and Apache or LiteSpeed rewrites with no database, package manager, CDN, analytics, or third-party runtime dependency.

## Assumptions

- Current public pages, implementation, tests, machine manifests, Reviewed Synthesis sections, and pointer records are the deployment baseline unless a later verified build supersedes them.
- External law, policy, vendor, product, clinical, and software sources can change. Re-check high-sensitivity claims before later publication or implementation.
- Reports outside the reviewed 30 retain their existing review states and truth boundaries.

## Proposals

- Apply the claim-register method to the next risk-ranked batch of unverified reports, prioritizing clinical, legal, security, surveillance, operationally actionable, and named-vendor claims.
- Conduct affected-community, disability, clinical, legal, and international-local review before publishing sensitive hospital, diagnosis, consent, or institutional mechanics.
- Conduct moderated first-click and comprehension research, then test the exact archive on an externally reachable production-matched HTTPS host.

## Unresolved Questions

- Do unfamiliar visitors understand the static search row, sticky branded navigation row, five-path hero, and current-versus-future product boundary?
- Which remaining unverified reports should be corrected, restricted, superseded, or removed from public synthesis first?
- Native Firefox, native assistive-technology speech output, unrestricted external-host Chromium, production-edge behavior, field Core Web Vitals, and host-owned live crawler/search evidence remain open.
- Full dedicated coverage for all 195 roadmap entries remains incomplete.
