# Current-Country Balanced Batch

## Current Publication Contract

- **Verified:** the first balanced method-testing batch contains five draft proposals: Senegal, Trinidad and Tobago, Nepal, Slovakia, and Kiribati.
- **Verified:** the batch uses one jurisdiction from each roadmap region, includes two small-state cases, and has at least three non-English principal source environments.
- **Decision:** selection is a minimum-source-availability gate followed by a deterministic SHA-256 draw using seed `IARPG-OPS-2-2.0.22-wip-balanced-batch-1`; it makes no representativeness, importance, virtue, threat, development, geopolitical-priority, or moral claim.
- **Verified:** every proposal carries twelve current observations, exactly two under each World Systems lens; three explicit assumptions with rationale, confidence, and tests; and three fictional translations linked to reviewed claim IDs.
- **Verified:** all 60 source records are individually addressable under `docs/source-files/current-country-proposals-2.0.22/` and record original language, translation method, publication or no-date note, access date, source type, perspective origin, scope, confidence, review state, and claim support.
- **Boundary:** all five proposals remain `draft` and non-publishable until an independent second pass, locally informed review, bounded-source expansion, and human publication approval are documented.

- Equal structure does not imply equal country conditions, equal source accessibility, or regional representativeness.

## Correction and Supersession

- Every first-draft proposal states that it supersedes no earlier proposal and must not be silently overwritten.

## Validation Boundary

A passing structural gate establishes only that the batch is reviewable. Automated checks and source collection do not establish human comprehension, exhaustive local representation, geopolitical neutrality, factual correctness, legal or scientific validity, native Firefox behavior, native assistive-technology speech output, production-host readiness, field performance, live search or crawler outcomes, local acceptance, or publication approval.
