## Current Prevention and Evidence Model

- “Lone actor” describes command structure, not automatic social isolation. Record the actual evidence of exposure, community participation, contact, encouragement, support, tasking, direction, membership, post-event adoption, claims, disavowal, and false attribution.
- Shared ideology, common adversary, public praise, or repeated accusation does not prove prior contact, sponsorship, direction, or control.
- Prevention emphasizes behavior-specific evidence, human connection, agency, stability, review friction, remedy, disengagement, and reintegration.
- Identity, nationality, religion, diagnosis, disability, gender, migration status, political belief, or community membership must never substitute for evidence of intent or dangerousness.
