# Offline Package Integrity

## Purpose

Define deterministic content-equality verification for Operation Packages without converting a digest into an identity or approval claim.

## Current doctrine

- The public verifier is `/integrity`; the report schema is `/package-integrity-report.schema.json`.
- Canonical component digests use stable IARPG-CJSON-1 serialization and SHA-256.
- A digest match proves content equality under the published project profile only; it does not prove authorship, human identity, organizational approval, legal authenticity, or authorization.
- Failed imports remain unchanged and exportable with a failure report.
- Build attestation identifies the software build that produced the report and is explicitly not a human signature.
