## Current Publication Contract

- **Verified:** `Factbook_2025_all_countries.csv` is preserved byte-for-byte under `docs/source-files/world-factbook-2025/` with SHA-256 `f98d6a038a9b041ea208b1d463f5b1dedc28a5328d19cd030cdd1c276997c9e9`.
- **Verified:** the source contains 32,594 data rows, 260 named entities, 247 distinct imported code values, and eight reused-code groups.
- **Verified:** `/world-context` publishes a compact browser-local index, on-demand profile records, and comparison for 260 archival profiles and 11,781 curated facts across six neutral lenses.
- **Verified:** all 195 countries in the international-coverage roadmap have an archival context route; 64 additional source entities remain visibly classified as territories, dependencies, oceans, special areas, or supranational records.
- **Decision:** preserve the imported `ISO2` value as `source_code`; use a separate stable `entity_id` because the imported code is not unique.
- **Decision:** public synthesis excludes Military and Security, Terrorism, and Transnational Issues. The immutable source remains available for provenance.
- **Truth boundary:** this is a 2025 archival snapshot, not a live country feed, current geopolitical assessment, legal authority, development ranking, intelligence product, or score of alignment, threat, morality, loyalty, danger, or recruitability.

## Maintenance Rules

1. Keep collection year, estimate year, and current verification date separate.
2. Never infer alignment, intent, legitimacy, risk, or population character from context fields.
3. Preserve missing data, entity class, source wording, code collisions, and political-status uncertainty.
4. Current claims require current primary, official, locally authored, or local-language sources.
5. Keep browser interaction local; do not add analytics, identity collection, remote storage, or external runtime dependencies.
6. Run source, schema, profile, roadmap, browser, fairness, memory-link, and package validation after every regeneration.
