It helps an author turn one of the 195 country-roadmap entries into a reviewable current-context proposal without treating the archival 2025 source as current truth. It requires source dates, identity, type, scope, confidence, uncertainty, rights, oversight, affected-community context, correction history, and at least one non-external perspective before a proposal can pass its publication gate.

The composer exposes what the 2025 snapshot says, but the current proposal must be built separately from renewed sources. Formal institutions and practical authority may differ; reviewer responses and editorial adjudications remain separate from observations, disagreement, and missing evidence.
