Current-Country Proposals: Balanced-Batch Selection and Comparative Fairness

Status

Current implementation report for IARPG-OPS-2 2.0.22-wip. The five proposals are drafts. This report is reviewed with limitations as a structural and provenance record; no independent second pass or locally informed country review is documented.

Purpose

Document the neutral selection method, equal evidentiary burdens, comparative-fairness review, claim-level source architecture, correction and supersession controls, and publication boundary for the first five current-country proposals produced with the Country Context Composer and six-lens World Systems method.

Scope

The batch contains exactly one roadmap jurisdiction from each configured region: Africa, the Americas, Asia, Europe, and Oceania. It includes small states and multiple non-English principal source environments. The jurisdictions were not selected to represent their regions and are not ranked by importance, virtue, threat, development, geopolitical priority, morality, legitimacy, stability, loyalty, or any other substantive axis.

Executive Summary

The batch comprises Senegal, Trinidad and Tobago, Nepal, Slovakia, and Kiribati. Selection followed a reproducible two-stage process: a minimum public-source availability gate, followed by a deterministic SHA-256 draw within each region. The gate required a current official executive or parliamentary route, at least one oversight or remedy route, at least one regional or treaty route, and at least one locally authored, local-language, or affected-community route that could support a bounded draft. It did not assess country quality or importance.

Each proposal carries twelve current observations—two under each World Systems lens—plus three assumptions and three fictional translations. Every claim records publication date or an explicit no-date note, access date, source identity, source type, original language, translation method, perspective origin, geographic and institutional scope, confidence, review state, claim support, and a direct source-record URL. Every proposal has the same review-state ceiling and the same publication blockers.

A structural pass means the records are reviewable. It does not prove factual correctness, legal validity, local acceptance, political neutrality, exhaustive representation, or approval for publication.

Findings

Neutral selection rationale

The configured candidate pools were limited to jurisdictions already present as country-roadmap entries and for which the preliminary source-availability gate passed on 2026-07-22:

• Africa: Botswana, Cabo Verde, Ghana, Mauritius, Namibia, Senegal.
• Americas: Costa Rica, Dominican Republic, Jamaica, Trinidad and Tobago, Uruguay.
• Asia: Japan, Malaysia, Mongolia, Nepal, South Korea.
• Europe: Estonia, Finland, Portugal, Slovakia, Slovenia.
• Oceania: Fiji, Kiribati, New Zealand, Palau, Samoa.

For every candidate, the build computes SHA-256("IARPG-OPS-2-2.0.22-wip-balanced-batch-1|region|country") using the region and roadmap country name exactly as listed, then chooses the lexicographically lowest digest in that region. The hash draw is deterministic, reproducible, and independent of substantive country characteristics. It is not random sampling for statistical representation and creates no claim that the selected jurisdiction represents its region.

The batch satisfies the explicit composition constraints: Kiribati and Trinidad and Tobago are treated as small-state cases for method testing, and Senegal, Nepal, and Slovakia have French, Nepali, and Slovak principal source environments respectively. These labels affect source-planning obligations only; they are not development, capacity, influence, or geopolitical rankings.

Four layers remain separate

1. Archival orientation: the preserved 2025 World Context profile generates research questions and remains read-only.
2. Current observations: dated claim records support bounded statements and carry claim-level metadata.
3. Analyst assumptions: labeled inferences include rationale, confidence, and an explicit test.
4. Fictional gameplay translations: design prompts cite reviewed claim IDs and contain anti-typecasting safeguards.

No archival observation becomes current truth automatically. No assumption is rendered as observation. No fictional translation is presented as a characteristic of a real population, government, party, institution, religion, ethnicity, nationality, or other protected group.

Six-lens coverage

Every proposal applies the same six questions: formal and practical authority; domestic coalitions and change; regional organizations and agency; dependencies and affected communities; evidence, disagreement, correction, and oversight; and crisis cascades, unequal consequences, recovery, and uncertainty.

The records explicitly distinguish formal authority from practical authority; law from implementation; government or party position from public opinion; infrastructure financing from ownership and operation; partnership from control; alignment from context; model or dashboard output from observation; confidence from claim severity; and archival evidence from current truth.

Claim-level source architecture

Sixty individually addressable source metadata records are stored under docs/source-files/current-country-proposals-2.0.22/. They preserve source identity, URL, type, original language, translation method, publication and access dates, perspective origin, geographic and institutional scope, confidence, review state, claim support, and correction status. External pages are not copied into the package.

A null publication date is used only when the reviewed HTML page displayed no publication date; an explanatory publicationdatenote is mandatory. Where only a year or month was visible, a machine-sort placeholder is explicitly labeled and may not be cited as an exact day.

Comparative fairness review

The comparative check reviewed threat framing, uncertainty, rights, oversight, remedy, affected-community visibility, source-language diversity, local perspective, claim count, and review burden. It found equal structural burdens and no unsupported country scoring. It also found a common unresolved burden: all five drafts require independent second review and locally informed review.

Equal burden does not require identical prose. Different evidence can justify different wording, but stronger language must remain directly attributable, proportionate to the evidence, and open to correction. The batch contains no ranking and no development, morality, legitimacy, stability, threat, loyalty, dangerousness, recruitability, targetability, diagnosis, religion, ethnicity, nationality, or protected-characteristic score.

Correction and supersession

Every proposal begins with a first-draft correction entry covering all claims. The batch correction register records active proposal IDs and source records. A later revision must be a new record or an explicit correction entry with reciprocal supersession links. No current record may be silently overwritten.

Publication and safety boundary

All five proposals remain draft. A passing structural gate establishes only that the record can be reviewed. It does not establish factual correctness, legal validity, local acceptance, geopolitical neutrality, exhaustive source collection, scientific validity, or permission to publish. The records must not be used for real-world espionage, coercion, targeting, sabotage, cyber intrusion, surveillance evasion, weapons use, recruitment, or operational planning.

Decisions or Recommendations

• Retain WIP and draft status for the entire batch.
• Conduct an independent second pass for every time-sensitive claim.
• Obtain locally informed review and record disagreement or correction at claim level.
• Expand affected-community and original-language evidence without treating one consultation as representative.
• Preserve equal evidence and adjective burdens in every later batch.
• Never convert the batch into a league table, risk score, alignment map, live geopolitical feed, or permanent faction morality system.

Risks and Limitations

The source collection is bounded, unevenly accessible across languages, and heavily dependent on official publication. It may omit implementation failures, dissent, inaccessible remedies, absent communities, informal authority, or post-cutoff changes. Some pages display no publication date. Translation is not certified. No native-browser or assistive-technology session proves comprehension of the research content. No structural check proves geopolitical neutrality or local acceptance.

Validation Performed

validatecurrentcountry_batch.py validates the deterministic selection digests; five-region coverage; small-state and non-English-source constraints; JSON Schema conformance; exactly twelve claims and two per lens; claim metadata; source-record existence; correction and supersession records; review-state ceiling; equal publication blockers; public route availability; report headings and reciprocal Memory References; and forbidden scoring or operational language.

Automated checks and source collection do not establish human comprehension, exhaustive local representation, geopolitical neutrality, legal or scientific validity, native Firefox behavior, native assistive-technology speech output, production-host readiness, field performance, or live search and crawler outcomes.
