Compare the first reviewer-evidence intake and volatile-claim recheck across five jurisdictions without ranking countries, reviewers, communities, evidence environments, or political systems.
Scope
Thirty claims were rechecked: six per jurisdiction and one under each World Systems lens. Sixty claim-level adjudication slots and five reviewer-intake packets remain unanswered. The batch is a workflow test and does not represent its regions.

Equal burden
Every jurisdiction received six volatile rechecks, one per lens; twelve imported claim-response slots; twelve adjudication slots; identical identity, qualification, language, conflict, funding, consent, safety, appeal, correction, and publication requirements; and the same fail-closed blockers.

Disagreement and correction
The workflow preserves disagreement instead of creating artificial consensus. Senegal's party-position and cabinet-affiliation distinction remains active. Kiribati's building-code affordability language remains bounded to stated design intent and unverified outcomes. Trinidad and Tobago's final election report supersedes only the preliminary-status qualifier; it does not erase the preliminary statement or audit record.
Review coverage
No reviewer identity, qualification, local or affected-community relationship, language competence, translation support, conflict disclosure, funding disclosure, consent, claim response, requested wording, or permission scope has been supplied. Review coverage is therefore zero across all five jurisdictions, visibly and equally.
Language access
The source environments differ, but the burden does not. French, Nepali, Slovak, English, and English/Gilbertese contexts require local-language and affected-community review where relevant. The absence of non-English public records or local responses is recorded as a limitation, not converted into a country characteristic.
Rights, oversight, and remedy
The recheck distinguishes formal complaint, audit, crisis, election, and consultation routes from practical access, implementation, response time, unequal consequences, and remedy quality. No formal route is treated as proof that a remedy works equally for all affected people.
Threat framing and adjective intensity
No country ranking, threat score, legitimacy score, stability score, morality score, alignment score, reviewer-worth score, or community-credibility score is present. Differences in disposition counts reflect the located evidence and status of the cited instrument, not comparative merit or danger.
Publication burden
All five profiles remain reviewed-with-limitations and publication-blocked. A structural pass means only that records are internally reviewable. It does not establish factual correctness, legal validity, local acceptance, political neutrality, representative public opinion, or consent.
Decisions or Recommendations
- Preserve the equal six-lens recheck and twelve-claim intake burden in later batches.
- Record real reviewer evidence only within explicit safety and consent boundaries.
- Keep contradictory or divergent reviews separately addressable.
- Require accountable adjudication before changing publication state.
- Repeat volatile-source checks at a new exact cutoff before derivative reuse.
Risks and Limitations
The selected thirty claims are not a complete current-country audit. Public-source collection may miss local, offline, confidential, paywalled, or recently corrected evidence. Zero reviewer coverage does not imply absence of knowledgeable people; it means no review record was supplied. One or more later reviews would still not establish exhaustive representation or representative public opinion.
Validation Performed
The validator checks exact counts, one claim per lens per country, disposition totals, immutable prior hashes, null reviewer-owned fields, zero adjudications, equal blockers, append-only history, public routes, memory links, source manifests, and prohibited scoring or operational content.
