Purpose
This wrapper preserves the uploaded accident/effects report as source evidence for classifying civilian nuclear and radiological events. It supports the public archive’s distinctions between incidents, accidents, environmental consequences, containment failures, defense-in-depth breakdowns, and long-term remediation.
Reuse boundary
The source is useful for vocabulary, event-class distinctions, uncertainty notes, and safety-culture context. It does not authorize casualty prediction, operational emergency guidance, weapons-effect modeling, targeting, sabotage, facility vulnerability scoring, or a live safety certification of any reactor or facility.
Findings
- The public archive uses the report to preserve INES-aware distinctions and to avoid collapsing leaks, fires, contamination events, near misses, containment failures, worker exposures, and core-damage events into a single undifferentiated “disaster” label.
- Event wording must distinguish an official INES rating from a historical, disputed, approximate, or source-derived category.
- Consequence fields remain claim-level source descriptions, not current public-health, legal, or regulatory determinations.
