Status

Current repository artifact for IARPG-OPS-2 2.0.13-wip. Claim-review status: reviewed with limitations. The preserved source body remains unchanged as provenance, while the Reviewed Synthesis section records the current publication decision. Purpose

Preserve the supplied research as a canonical durable report, make it individually addressable under /docs/long-term-memory/reports/, and connect its current design implications to compact .uai startup memory without duplicating the full body in hot memory.

This report covers the research and design questions contained in Executive Summary (Template).md. It is authoritative for repository provenance, routing, and preservation. It is not automatically authoritative for current law, clinical guidance, platform policy, market facts, technical capability, or production implementation.

Executive Summary

This document is retained as an executive-summary template. It is reviewed as methodology, not as evidence for any real-world claim or product decision. The review applies claim-by-claim dispositions for current law, public institutions, clinical and rights guidance, age and consent, products, vendors, market assertions, software capabilities, design parameters, and comparative fairness. Unsupported or time-sensitive source statements are corrected, bounded, omitted, or retained only as design hypotheses.

Executive Summary (Template)

  • Purpose: Briefly state the scope and objectives of the research (e.g. “This report examines [topic] through a systematic review of current literature.”).
  • Approach: Outline the methodology at a high level (e.g. “We conducted keyword searches across academic databases and selected sources based on predefined criteria.”).
  • Key Findings: List 3–5 major findings or trends (bullet points are fine). For example:

  • Conclusions & Recommendations: Summarize the overall conclusion and suggest actions or implications (e.g. “Evidence suggests A impacts B; future research should explore C.”).

No citations are typically needed in the executive summary; it should be concise yet informative, reflecting the main body of the report.

Background

Provide context and motivation for the research topic. This section should include:

  • Overview: A brief description of the field or issue and why it matters.
  • Existing Knowledge: Summarize what is already known from prior studies or data (use a few citations if available, to reputable sources or reviews).
  • Research Gap: Identify gaps or controversies that justify the current review.

(Example phrasing: “Several government reports and reviews note [broad trend], but the specific effects of [narrow topic] remain unclear.”)

Be concise: one or two paragraphs (3–5 sentences each) is typical.

Key Questions / Hypotheses

  • Research Questions: List the primary questions the report will address (e.g. “What is the effect of [X] on [Y]?”). Use bullet points if multiple.
  • Hypotheses or Sub-Questions: For analytical reports, explicitly state any hypotheses (e.g. “We hypothesize that [Intervention] leads to [Outcome]”). Otherwise outline themes to explore.

If appropriate, use the PICO framework (Population, Intervention, Comparison, Outcome) for health/clinical topics or similarly structured frameworks for other fields. This clarifies the focus of the search.

Literature Search Methodology

Describe how sources were found and selected. Include:

  • Databases & Sources: List where you will search (e.g. PubMed/Medline, Scopus, Web of Science, IEEE Xplore, Google Scholar, government databases, official reports, etc.). Use discipline-specific sources as needed (e.g. arXiv for physics, PsycINFO for psychology).
  • Keywords and Boolean Strings: Explain how search terms were chosen (key concepts and synonyms). For example:
  • Identify 3–5 core concepts from the topic and enumerate synonyms or related terms.
  • Combine them using Boolean operators: (concept1 OR synonym1 OR synonym2) AND (concept2 OR synonym) AND ….
  • Example Search String: For a topic on electoral gender representation:

This approach of using quotes, AND/OR, and wildcards was recommended for systematic searching.

  • For web searches, add qualifiers like site:.edu, filetype:pdf, or domain filters (e.g. site:gov) to target credible sources.
  • Filters/Criteria: Note any date range (e.g. last 10 years, or include classics), language, or study type restrictions.
  • Inclusion/Exclusion Criteria: Clearly define what makes a source eligible. For example:
  • Inclusion: Empirical studies on [population], published in peer-reviewed journals or authoritative outlets, from year X onward.
  • Exclusion: Opinion pieces, non-English reports, studies without original data, etc.
  • Common categories include population studied, geography, time period, interventions/exposures, and outcomes.

Do not begin the search yet (unless the topic is given). This section explains how you will search. It ensures reproducibility. Use past tense only if actual search was done; otherwise future/potential phrasing (since topic is unspecified).

Prioritized Sources

Describe which sources you will trust most, in order:

  • Primary and Official Sources: Peer-reviewed journal articles, conference proceedings, technical reports, and primary data sources. Government or intergovernmental reports (e.g. WHO, OECD, NASA) and reputable institutional white papers are highly valued for credibility. (For example, official statistical databases like Census.gov or Data.gov provide authoritative data.)
  • Secondary Sources (Evidence Syntheses): Systematic reviews, meta-analyses, and review articles in reputable journals. These synthesize many primary studies.
  • Tertiary Sources: Textbooks or established reference works for basic definitions or background only (used sparingly).
  • News/Media: High-quality journalism (e.g. New York Times, BBC, The Economist) may be used for context or the latest developments, but only when peer-reviewed data is unavailable. Cite such sources carefully.
  • Other: Conference abstracts, theses, preprints (use cautiously, noting non-peer-review).

This hierarchy mirrors the “strength of evidence” concept. Emphasize peer review and authority to avoid unreliable information.

Data Extraction Template

Plan which fields to record for each selected source. Common data-extraction fields include:

  • Citation: Full reference (APA/MLA style as needed) for traceability.
  • Type: e.g. Journal article, Report, Dataset, Book, etc.
  • Year: Publication year.
  • Methods/Design: Brief note of study design (e.g. RCT, cohort, survey, qualitative case study) or data source type.
  • Sample/Scope: Sample size, populations studied, timeframe, geographic scope.
  • Key Findings: Main results or conclusions relevant to the research questions (keep these short).
  • Limitations: Noted weaknesses (e.g. small N, bias, short follow-up, observational design, etc.).
  • Relevance/Quality Score: A subjective score or checklist (1–5) of how directly the source addresses the question and its methodological rigor.

For example, a summary table might look like:

This table is a template: actual data will be filled once the topic is chosen. The “Relevance” score helps prioritize sources during synthesis.

Synthesis Approach

Detail how you will combine the extracted data into conclusions:

  • Qualitative/Thematic Synthesis: If sources are primarily qualitative or heterogeneous, use an inductive coding approach. For instance, extract themes or categories and compare them across studies. One model (thematic synthesis) involves line-by-line coding of findings, grouping into descriptive themes, then generating higher-level analytical themes.
  • Quantitative/Meta-Analysis: If multiple studies report numerical outcomes on the same scale, consider statistical meta-analysis. Pool effect sizes using random-effects models to account for heterogeneity, following guidelines (e.g. Cochrane Chapter 10). This allows calculation of an overall effect estimate and confidence intervals. If full meta-analysis isn’t possible, report ranges or vote counts (how many studies agree/disagree).
  • Narrative Synthesis: Often use a structured summary of findings: group studies by sub-topic or result, highlight patterns, and note outliers. Use tables or charts to compare results where possible (e.g. bar charts of effect sizes, timeline of publication).
  • Triangulation: Corroborate findings across different study types or data sources. For instance, if both survey data and experiments suggest the same conclusion, confidence is higher.

Whenever possible, explicitly note consistencies and discrepancies among sources. For mixed-method reviews, both thematic (qualitative) and statistical (quantitative) synthesis may be applied as appropriate.

Limitations

Discuss potential weaknesses of this report’s approach:

  • Search Limitations: Note the possibility of missing relevant studies (especially unpublished or non-English literature) and any time/language filters used.
  • Publication Bias: Acknowledge that published research may over-represent positive results.
  • Methodological Gaps: If key data are sparse or methods vary widely across sources, the conclusions may be tentative.
  • Scope: Clarify that analysis is based on the chosen topic boundaries (geography, timeframe, population).
  • Time/Resource Constraints: Mention if the review is a “rapid review” or systematic; shorter timelines may limit comprehensiveness.

Citing best practices (e.g. PRISMA guidelines) is optional but can strengthen this discussion. For instance, the PRISMA statement emphasizes transparency in reporting limitations of the search and selection process.

Next Steps

Outline what comes after this report:

  • Further Research: Identify areas needing deeper study or new data collection.
  • Periodic Updates: For ongoing fields, plan for updating the search (e.g. annually).
  • Implementation: Suggest how stakeholders might act on the findings (policies, programs, experiments).

Assumptions and Scope

  • Topic: Unspecified placeholder topic; sections above assume a typical academic or policy research subject.
  • Audience: General research-literate audience (colleagues, stakeholders, or supervisors). Adjust jargon accordingly.
  • Length: Flexible; however, a comprehensive report following this template might range from ~15–30 pages once filled with content, depending on topic complexity.

Because the topic is unspecified, this template focuses on the process rather than content detail. When a specific topic is provided, the above framework will guide actual literature searching, data gathering, and writing.

Timeline and Effort Estimates

  • Small Scope: Narrow or focused topic (few key sources). Search and write-up might take 1–3 weeks (roughly 10–40 hours).
  • Medium Scope: Broader topic or interdisciplinary (tens of sources, moderate screening). Expect 1–3 months (e.g. 100+ hours) to search thoroughly and synthesize results.
  • Large Scope: Comprehensive systematic review (hundreds of sources, meta-analysis, or large team). This could take 6–12+ months. (Borah et al. found that systematic reviews average ~67 weeks from start to publication.)

These are rough guidelines. Actual time depends on factors like number of databases, clarity of results, and whether additional analyses are needed. Rapid or scoping reviews can shorten timelines by narrowing criteria.


Once a specific topic is chosen, each section above will be populated with actual data and citations. The framework ensures a rigorous, reproducible approach, culminating in a well-organized, evidence-based report.

Decisions or Recommendations

  • Use only the claim dispositions in Reviewed Synthesis as current guidance.
  • Preserve the immutable source file and source checksum; corrections belong in this canonical wrapper and the claim-review register.
  • Re-review legal, agency, clinical, age/consent, vendor, product, market, and software claims before each public release.
  • Apply equal evidence burdens and explicit uncertainty across jurisdictions, institutions, cultures, and affected communities.
  • Keep implementation decisions in active .uai memory and verified repository tests rather than treating research prose as executable authority.

Risks and Limitations

  • The review is scoped to high-impact and publication-relevant claims; it is not legal advice, medical advice, a regulatory conformity assessment, or independent product certification.
  • External sources and laws can change after the review date; later reuse requires freshness checks.
  • The preserved source body may still contain claims that were not selected for public reuse. Their presence is provenance, not endorsement.
  • Automated checks cannot establish human comprehension, lived-experience acceptability, native assistive-technology behavior, or real-world player outcomes.
  • Archive provenance does not classify the report as Saudi-specific; its subject and claim boundaries remain independent of the container name.
