Status
Draft with structural checks; reviewed with limitations at the report level. Research cutoff: 2026-07-22. The proposal remains non-publishable because no independent second pass or locally informed review is documented.
Purpose
Create an individually addressable, correction-ready current-country proposal for Nepal using the Country Context Composer's four-layer model and all six World Systems lenses. The report records evidence and uncertainty without ranking the jurisdiction, treating it as representative of Asia, or assigning importance, virtue, threat, development rank, geopolitical priority, or moral standing.
Scope
This report covers twelve bounded current observations, three labeled analyst assumptions, three fictional gameplay translations, source-language and translation metadata, correction and supersession controls, and the comparative-fairness gate. It does not provide live intelligence, legal advice, a public-opinion survey, an operational risk map, or publication approval.
Executive Summary
The current draft documents formal officeholders and institutions, domestic political or institutional plurality, overlapping regional relationships, selected fiscal or infrastructure dependencies, oversight and remedy routes, and crisis or affected-community evidence. Formal authority is kept separate from practical authority; law and mandate from implementation; government or party position from public opinion; infrastructure finance from ownership and operation; partnership from control; alignment from context; model or dashboard output from observation; confidence from claim severity; and archival evidence from current truth.
The archival 2025 World Context record remains an orientation layer only. Every current observation is dated to an access cutoff of 2026-07-22, linked to an individually addressable source metadata record, and bounded to the source's geographic and institutional scope. The draft records source limitations rather than completing missing evidence by inference.

Findings
Archival orientation
The preserved 2025 World Context profile for nepal is retained as a question-generating archive. Its source code, row counts, publication-year limitations, and lens availability are not current claims. No archival observation was silently copied into the current ledger.
Formal and practical authority, implementation, oversight, remedy, and legitimacy
claim-nepal-01. The Office of the President identifies Ramchandra Paudel as President and records that he assumed office on 13 March 2023. Source support is direct; confidence is high. Formal officeholder identity does not establish the distribution of practical executive authority.
claim-nepal-02. The Office of the Prime Minister and Council of Ministers identifies Balendra Shah as Prime Minister at the research cutoff and publishes cabinet decisions and a public grievance route. Source support is direct; confidence is high. The portal demonstrates formal publication and complaint channels; it does not establish response quality or implementation capacity.
Domestic coalitions, institutional disagreement, continuity, and policy change
claim-nepal-03. Reuters reported that Balendra Shah was sworn in as Prime Minister on 27 March 2026 after the Rastriya Swatantra Party won 182 of 275 seats. Source support is direct; confidence is moderate. The current official OPMCM page separately corroborates the officeholder at the cutoff.
claim-nepal-04. The Election Commission publishes current election-result and legal-information routes in Nepali and English, providing the authoritative place to test reported seat totals and later corrections. Source support is direct; confidence is high. The portal is an authoritative verification route; this claim does not turn one election result into a complete account of coalition stability or public opinion.
Regional organizations, overlapping memberships, and issue-specific agency
claim-nepal-05. BIMSTEC lists Nepal as one of its seven member states and identifies current national officeholders on its Nepal member page. Source support is direct; confidence is high. Membership is not treated as a comprehensive alignment, hierarchy, or agreement on every domain.
claim-nepal-06. SAARC states that Nepal is one of its eight member states; this overlapping membership is recorded as an institutional context rather than an alignment score. Source support is direct; confidence is high. Overlapping regional memberships can support different issue-specific cooperation and do not establish control or geopolitical loyalty.
Strategic dependencies, resilience, redundancy, substitutability, and affected communities
claim-nepal-07. The Ministry of Finance publishes the fiscal-year 2083/84 budget statement, creating an official authorization baseline distinct from allocation detail, execution, procurement, and outcomes. Source support is partial; confidence is moderate. Budget authorization, financing, ownership, operation, and public benefit remain separate.
claim-nepal-08. BIMSTEC publishes energy and grid-interconnection cooperation material involving its member states; Nepal's participation is treated as regional coordination, not evidence of ownership or external control of a particular asset. Source support is partial; confidence is moderate. Infrastructure cooperation is not used as an alignment proxy.
Evidence reliability, credibility, confidence, disagreement, correction, and oversight
claim-nepal-09. The Commission for the Investigation of Abuse of Authority publishes its anti-corruption mandate, complaint routes, and annual reports. Source support is direct; confidence is high. A formal mandate and complaint route do not prove investigation quality, independence in every matter, or remedy for every complainant.
claim-nepal-10. The Office of the Auditor General describes its public-audit role and publishes current submissions and reports. Source support is direct; confidence is high. Audit publication does not establish implementation of recommendations or complete institutional coverage.
Crisis cascades, institutional response, unequal consequences, recovery, and uncertainty
claim-nepal-11. The National Human Rights Commission publishes a constitutional rights mandate, decisions, settlement material, and complaint information. Source support is partial; confidence is moderate. Formal remedy is separated from practical remedy and unequal access.
claim-nepal-12. The National Disaster Risk Reduction and Management Authority's BIPAD portal publishes hazard and incident information for situational awareness. Source support is direct; confidence is moderate. Dashboard output must not be equated with complete field observation; unequal consequences and recovery require community-level evidence.

Source language, translation, and perspective
The principal source environment is Nepali. Every source record stores original language, working language, translation method, perspective origin, scope, confidence, and review state. Machine-assisted or parallel-page translation is explicitly non-certified and remains subject to locally informed review. Official self-reporting is treated as evidence of what an institution publishes, not automatic proof of implementation or public legitimacy.
Analyst assumptions
- assumption-nepal-authority: Formal institutional routes in Nepal are likely to be uneven proxies for practical implementation across agencies and places. Rationale: The current source set documents mandates and officeholders more consistently than implementation outcomes. Test: Compare current audit findings, administrative performance data, complaint outcomes, and locally informed accounts across at least two institutional or subnational settings. Confidence:
moderate. - assumption-nepal-dependency: The practical effect of a strategic dependency will vary by sector, ownership, operating arrangement, substitution options, and affected community. Rationale: Membership, finance, trade, or cooperation records do not alone establish control, resilience, or public effect. Test: Build a project- or sector-specific record separating financing, ownership, operation, regulation, redundancy, substitutability, service outcomes, and community evidence. Confidence:
high. - assumption-nepal-review: Additional local-language and locally informed review could materially change emphasis, confidence, or missing-evidence findings. Rationale: The draft is source-rich but has no documented independent second pass or locally informed reviewer. Test: Commission an independent second pass and a locally informed review, record disagreements at claim level, and update correction and supersession history without silently overwriting the first draft. Confidence:
high.
Fictional gameplay translations
- Institutional crossroads: Create a fictional scenario inspired by the documented fact that Nepal contains multiple formal decision, oversight, or remedy routes. Players must identify which fictional institution has authority, capacity, evidence, and remedy for the immediate problem. Safeguards: Use invented institutions, people, locations, and disputes. Do not convert current parties, officeholders, constitutional forms, or communities into permanent faction morality, competence, loyalty, or threat traits. Evidence links:
claim-nepal-01,claim-nepal-02,claim-nepal-03,claim-nepal-04,claim-nepal-09,claim-nepal-10. - Dependency and substitution map: Build a fictional resource or service problem in which finance, ownership, operation, regulation, redundancy, and substitution are separate clues rather than one control meter. Safeguards: Keep all actors fictional, make cooperation domain-specific, show affected communities and alternatives, and never infer alignment from geography, trade, infrastructure finance, membership, or a single decision. Evidence links:
claim-nepal-05,claim-nepal-06,claim-nepal-07,claim-nepal-08. - Oversight and recovery clock: Model a fictional crisis as a conditional sequence of detection, institutional response, unequal effects, complaint or audit, correction, and recovery, with visible uncertainty at each stage. Safeguards: Do not reproduce real vulnerabilities, targets, operational procedures, or evasion methods. Do not treat source confidence as a severity score or a community as inherently vulnerable, dangerous, or recruitable. Evidence links:

Correction and supersession
This is the first proposal record for Nepal. Its first-draft correction entry covers all twelve claims. Any later revision must append a correction entry, state which claim changed, retain the prior record, and set reciprocal supersedes or superseded_by links. See the batch correction and supersession register.
Comparative-fairness status
The proposal carries the same burden as the other four drafts: twelve claims, exactly two per lens; three assumptions; three bounded fictional translations; identical publication blockers; no second-review claim state; and no country, morality, legitimacy, stability, threat, loyalty, dangerousness, recruitability, targetability, diagnosis, religion, ethnicity, nationality, or protected-characteristic score. Different wording is permitted only where the evidence differs and is explained.
Decisions or Recommendations
Keep this proposal in draft state. The next review must independently verify time-sensitive claims, inspect the original-language records, seek locally informed and affected-community review, test practical implementation against formal mandates, and record disagreements at claim level. Do not promote prose to a general public country profile merely because the structural validator passes.
Risks and Limitations
- The source set is bounded rather than exhaustive.
- Official and regional sources can omit implementation failures, dissent, access barriers, or absent communities.
- Translation is not certified.
- Research ends at 2026-07-22; later officeholder, legal, budget, membership, or policy changes are outside scope.
- No independent second pass or locally informed review is documented.
- No automated result establishes factual correctness, legal validity, local acceptance, political neutrality, or publication readiness.
Validation Performed
The batch validator checks schema conformance, source-record reachability, research cutoff, claim counts, two claims per lens, language and translation metadata, review-state ceiling, correction links, equal structural burden, forbidden scoring language, and publication blockers. This establishes that the proposal is reviewable, not that a person comprehended every source or that the record is neutral, complete, legally valid, scientifically valid, or locally accepted.

Supersession Status
First draft; supersedes no prior current-country proposal. It remains active only as a review artifact and must not be silently rewritten when a later proposal supersedes it.
