Purpose

Integrate publication-safe methods for evidence evaluation, information-operation terminology, intelligence oversight, anonymous and confidential sources, leaderless and pseudonymous movements, legal records, metadata inference, correction, privacy, and remedy while excluding operational cyber, surveillance, coercion, targeting, or private-person identification instructions.

Scope

The collection contains three evidence-and-attribution reports, one comparative oversight report, seven Anonymous/leaderless-movement reports, and one metadata-and-identity-inference report. Current-sensitive examples remain bounded by their source-declared cutoffs. The repository synthesis focuses on durable structural distinctions rather than adopting every factual or legal claim.

Executive Summary

The integration adds twelve exact source files, twelve reviewed wrappers, one canonical integration report, five machine-readable method publications, and one public method page. Seventy-two source-level publication dispositions separate reusable structural guidance, current claims that require renewed verification, bounded statements, rejected scoring or overclaim, and safety-restricted operational material.

The central method is layered: identify the observed content or event; assess discrete claim status; establish coordination separately; identify an operator only with direct evidence; identify a sponsor or principal only with stronger evidence; distinguish intent, reach, and effect; record source reliability and analytic confidence separately; preserve corrections; and compare oversight bodies by powers and remedies rather than names.

Attribution is layered, not binary

Observed content, discrete falsity or misleadingness, coordination, actor identity, sponsorship, intent, reach, and effect are separate rungs. Evidence supporting one rung does not automatically support the next. Public wording and visual status must stop at the highest supported rung.

Claim status, confidence, and reliability are separate

A claim may be likely but supported by weak evidence; a historically reliable source may be wrong about one claim; a deceptive-history source may provide a verifiable document; and a formal authority may publish a probabilistic judgment rather than a legal finding. The public method therefore uses separate fields for claim status, analytic confidence, and source reliability.

Leaderless does not mean structureless

Shared labels, symbols, hashtags, and audiences do not establish membership or command. Temporary administrators, organizers, technical specialists, splinters, imitators, externally assigned members, and audience amplifiers are distinct roles. The taxonomy is evidence-oriented and may not be converted into guilt, threat, recruitability, or targetability scores.

Oversight must be compared by capability

Authorization, inspection, access, compulsion, complaint intake, adjudication, publication, binding remedy, and appeal are separate powers. A body can be independent yet lack one or more of them. Formal authority, practical access, enforceability, timeliness, secrecy, and complainant usability must remain separate.

Metadata inference is not observation

Observed metadata, derived attributes, identity hypotheses, confidence, decision use, harms, and remedies require separate records. Public systems must not translate inferred traits into permanent identity, capacity, credibility, protected-characteristic, susceptibility, loyalty, threat, recruitability, or targetability scores.

Correction is part of verification

The release adopts an append-only correction sequence: preserve the original claim; identify the new evidence; state the changed status or attribution rung; explain scope and remaining uncertainty; retain the prior record; and expose appeal or further-verification conditions.
